So far I've just encountered a few problems with the latest version of FX and the current patch, but the options panel not working is not one of them. Make sure you're using the latest version.

For people that have problems loading FX on their paladin (and have a non-english client) here's a quick fix: go to Forte_Core > Localization.lua and add FWL._EFFECT = " (effect)"; on the second-last line (so just before FW:LocalizedData(); )
