Hey,
the issue should be fixed with 3.0.13.
Thanks for reporting (haven't found the issue as i use "Default" for me and the bug caused the Default to be active until Options opened ^.~)
Installed 3.0.13 and can confirm I no longer have to open and close options to force settings. Thanks!

1) on PTR i get a crash when running the /reflux command
2) i play on 1920*1200 and the 1920*1080 version has an issue in the bottom area. the elements next to the actionbars overlap them and the lines in the edes go out of screen :/ wtb 1920*1200 version :(

atm not sorry, cdb uses the textures that wow provide (exceptions are spellgroups)
