Im sorry if this has already been brought up but as a Warrior, it seems that if you have the Glyph of Battle (and maybe Booming Voice also) the Spell Timer does not show a bar for Battle Shout. Commanding Shout works (as it is not affected by the Glyph, just respecced to def, didn't want to waste 50g for a bug report to see if it bug...
