Enchants that provide stat increases are factored in, that's the whole purpose of DressToKill. It actually looks at your real stats.

Again, if you can reproduce the issue with ONLY TomTom enabled. ONLY TomTom, not just disabling other addons that you THINK might be the issue. Then please report back, and report the issue to Blizzard so they can look into it. Feel free to try and send me the crash report via email, but there's almost nothing I can do to help.
