Dissapearing Call to Arms button?

Am I just losing my mind or does it seem that the "Call to Arms" button in the bottom of my screen on top of the action bar disspaear when you zone out of your garrison only to reappear when your back? I thought it was supposed to stay on and change bsically to what zone your in currently?
