OK so it was hard to test but I just created a char on a russian server to test this. So I checked and the fonts that are in the UI by default both support the Cyrillic alphabet: http://i.imgur.com/ld89Npd.jpg
The problem is in the Addon SharedMediaAdditionalFonts it looks like it dosen't work on russian client!
As a workaround...

I'm not sure what you mean by removing anchor points. I followed the FAQ but I'm not getting the screen you posted here unless I go into target castbar.

I also had this problem but it looks like a normal reload also fixes it, just type in chat /rl - It also happens when you have no AddOns enabled.

Thanks! I just added it back and also updated some addons. If you had another version of v4.20 installed just drag in the new addon folder.
