Need to identify this addon!

a couple days ago some dude in a pug group sent this image and i really liked the look of the player and target frame (the big 3D blue text and image)
does anyone have an idea of what addon could it be?

It's called SilverUI2 by SilverLion, there's a link to it on his post here which is entirely in chinese.

To download it, copy and paste the pan.baidu.com link at the top of the post into the address bar.

The download button should be fairly obvious, but it's the one with the downward-pointing arrow and the file size (79.2M).

Click the grey box on the right after you click the download button, don't click the blue one.

The hole UI is called SilverUI2.

But if you want to use only the player/target things, the addon used here is WaekAuras.
Its a bunch of stuff he coded to get this looking so awesome.
