Hello, sry for my lng. Who can make such hp bar. Only hp bar. Have similar hp bar? Pls.

Hmm i don't think there is one like that.

Pretty much any unit frame replacement should be able to do this, it's just a matter of having the border and health/mana textures.

Where RothUI uses full globe textures for health and mana, you could create two half globe textures instead. Screenshot 9 of the DUF pack shows two basic semi-circle textures being used for health/mana using Discord Unit Frames.
