can't connect to svn repository
 

Is the svn repo allowing outside connections at the moment?

I'm able to view the repo from the website, but can't seem to be able to commit using the same program that was working the last time I added commits in March.

Error message:
svn: E730061: Can't connect to host 'svn.wowinterface.com': No connection could be made because the target machine actively refused it.

Edit: could commit again about 24hrs later after what looked like a server restart
