Hmm, there's a few programs out there that can reconvert. You can generally get that down to 10% it's original size without losing much quality. Reconverting down to 1k or 2k Kbps usually does the trick. I usually use MediaCoder due to the amount of options, but it's probably more advanced than necessary for a minor conversion. Windows Movie Maker can also reconvert. Do some googling for Fraps to Youtube conversion :)

It depends on what you want to do, but you can either set the resolution lower in the recording options or you can use a program like http://avidemux.sourceforge.net/ to reduce the size by using a codec.
