I found the source :) Masque is the addon that is skinning the buttons. You can access it through /msq. There is an option to disable it's features for WeakAuras, but you wont have the buttonstyle...

I have this same issue. It looks to me like the icons are somehow cropped, since I am missing outer parts of all of my icon textures. Temporary fix for me have been negative spacing in my groups.
