That should be a Blizzard Interface option under Action Bars. If you have lock bars checked, then I would say to try disabling nUI and see if you still have the problem.

Until Scott can find a fix, use ctrl-1 to initiate an attack and the pet bar should show up after that. I've had that same problem with that same quest.
