I can see the greyed out icon, but it never shows the timer when it's active; I've had this happen before in other specs, but I can't seem to fix it this time. Any ideas?

Go into your Interface settings -> Raid...

Go into your Interface settings -> Raid Profiles
Check the box that says Use Raid-Style Party Frames

That fixed it for me; for some reason that setting got reset on me.

Got it working properly now. Thanks for the code links, zork; they helped a lot. I had the right idea of what to do, but your code helped me iron out the implementation a lot more cleanly.
