You can have any number of combo points on a target, then shapeshift into a caster form (for example to heal), then back to feral form, and you'll still have the combo points. I'm not exactly sure I've answered your question properly. I think the default Blizz thing is that once you shapeshift out of cat form, the combo points disappear, but reappear again once you get back into cat form - but I stand to be corrected since I haven't used the default Blizz UI for ages (can't stand it - especially after nUI!)
