Yes you can, but since 3.0.2 went live it has an annoying side effect. Pre-patch, that option would only toggle percents on and off for friendly targets and your own health. As a result, I would usually leave it off, because I liked seeing how much health I had at all times. Any hostile targets would
always have their health displayed in percents, no matter what that option was set at. As a warrior, I found the percent very useful since I could anticipate when I should use hamstring or execute. Now, after 3.0.2, if I want to see those percents again, I have to give up the full numerical display of my own health which is horridly annoying.
