That's twice confirms that "installlocale" has no effect to connection region.

My Config.wtf file does not have a portal cvar, nor a realmlist cvar. When I switch between US and EU servers, the only thing I change is the installLocale cvar. If you do have portal and/or realmlist in your Config.wtf, these may supersede the guesswork WoW apparently does based on the installLocale. Since it works just fine without portal and realmlist, I'd recomend just deleting those if you have them left over from the pre-Battle.net Launcher days.
