That was it. I was able to reproduce the issue on my first attempt, with and without TipTac -- Mystery solved.
Obvious, But Not So Obvious Tip: If someone else is trying to reproduce this and you can't get the nodes to appear next to the edge of the minimap (e.g. If you don't have a Lumber Mill and aren't tracking Timber) then you can zoom your minimap in to force other gathering nodes (Ore/Herbs) to appear close to the edge.
Also, this bug doesn't seem to trigger from skull icon rares on the minimap, only "yellow dot" nodes as far as I can tell.
