They are timing it for latency sensitive operations on the servers, calculations within vanilla beta and there after have shown lag spikes to originate from intra-server communication by the mail system. Luckily they've managed to do cross faction mail with Heirlooms, offline mail is probably the next step and lowering the threshold of refresh would be too intensive for a web application to process if the server is loaded to capacity.
