You might want to have a look at
rQuestWatchFrameMover. I know you said you didn't want to use an addon, and I know there are scripts you can run, maybe even a macro, to move the watch frame, but this is small and efficient. Zork's (the addons author) stuff is always efficient, although there is no possible way to make some of the stuff he does "small".
