Okay, figured out what I did wrong. The error was user based... *whistles innocently* By default I had it set to have 7z unpack the .jar files. Once I switched the default to Java, it opened right up.
I also discovered that I do not have java64, I have 32. So apparently, I won't be much help with the vista 64 version.
