If mouse over is only working for zone your in or surrounding usually there is a conflict somewhere between carbonite and another addon.
The two most common reasons seen are the addon Archy, or if blizzards small map is not closed properly and even tho you can't see it, it's blocking things. (Shift-M in game to toggle the window)
