While I don't play the game anymore, I think that what you are talking about is the in-game overlays that those chat programs use. I know that Ventrillo has (had?) one and I think that Team Speak has (had?) one, also, but they have (had?) "special instructions" for using them. I think that the Discord "chat" program is "better", though, since it has an overlay (a really nice one, too, along with other "things" that you can use) that is included (I think) and easily enabled (and layed out).
