As for reading if I want to read a book while not actively doing something in game i just prop it up between my computer and my keyboard. I put my cellphone on the page I'm reading.
If I need to put a bit more attention then that I just use windowed mode.
As for in game you would need to use an overlay system. An addon wouldn't work as the wow lua api is sandboxed. Nothing gets in , nothing gets out. An overlay system places a visor over the screen with whatever you want in it.
