No... you're not missing anything in the config and no Bliz did not change how the tooltips work. This was a feature I added by popular demand to block tooltips in combat so they didn't interfere with the screen, action buttons, performance, etc.
However, that said, it's becoming clear that I need to option this feature on and off as there seem to be enough people asking about it to warrant that. I'll try and fit it into the schedule for this weekend's update.

What I have happening right now that I dont think I really like is the tooltips for my spells not showing when I am in combat. now it's not that big of a concern on my mage where I know all the spells very well, but for other classes I randomly play, it would be nice to see what the spells or actions do while I am in combat. A lot of the spell pictures are similar and get confusing if you dont play the class a lot. What i am wondering is, am I missing something in an options folder or did blizzard or yourself remove the feature to see spell tooltips while in combat? Any help on this would appreciated, thanks.
