You can use the Addon: MoveAnything to pretty much move and size anything.
It is also possible to change the appearance of the Chibar completely without addons.
For example in my UI I changed the texture file (Interface/Playerframe/MonkUIAtlas) and removed the background, changed the positioning and size with MoveAnything.
