Yes, a bit more information would be helpful. Blue border could be in a multitude of addons.
What type of addon was it, what did it do ? Have you browsed the categories that covers it ? Both here and curse ?
Where is the blue border ? Around the whole screen ? Around individual windows ?
And finally, is it an addon you know doesn't exist and need it created or want to create it but don't know how ?
