I was looking at this and with where I said "and the ONLY time something seems to go wrong", that's not referring to the keybindings, but to the entire Interface. (such as more than half of it not loading properly(noticed it after patch 3.2) But that was happening a while before the keybinding issue(noticed after patch 3.3). I believe this could be important if the problem persists.
(in my opinion, if it's related to the latency, then it's probably a timing issue)
(This may be interesting:
Without addons, my keybindings may take up to a second to show up with latencies greater than 200) This May be a separate problem, I'm not sure.
