While looking through actionbutton templates I noticed that the ExtaActionButtonTemplate has two textures of the same name: $parentFlash
Code:
<Layers>
<Layer level="BACKGROUND">
<Texture name="$parentIcon" parentKey="icon"/>
</Layer>
<Layer level="ARTWORK" textureSubLevel = "1">
<Texture name="$parentFlash" file="Interface\Buttons\UI-QuickslotRed" hidden="true"/>
</Layer>
<Layer level="ARTWORK" textureSubLevel="2">
<FontString name="$parentHotKey" parentKey="HotKey" inherits="NumberFontNormalGray">
<Size x="0" y="0"/>
<Anchors>
<Anchor point="TOPLEFT" x="10" y="-10"/>
</Anchors>
</FontString>
<FontString name="$parentCount" parentKey="Count" inherits="NumberFontNormal" justifyH="RIGHT">
<Anchors>
<Anchor point="BOTTOMRIGHT" x="-10" y="10"/>
</Anchors>
</FontString>
</Layer>
<Layer level="OVERLAY">
<Texture name="$parentFlash" parentKey="Flash" file="Interface\Buttons\UI-QuickslotRed" hidden="true"/>
<Texture file="Interface\UnitPowerBarAlt\SpellPush-Frame" parentKey="style">
<Size x="256" y="128"/>
<Anchors>
<Anchor point="CENTER" x="-2" y="0"/>
</Anchors>
</Texture>
</Layer>
</Layers>

The latter has a key though.
Either way is that intended or a bug?
