Target Health/Mana Percentage on MouseOver

Hello everyone =)

i'm looking for a specific AddOn, which enables Percentages on the TargetFrame for health and/or Mana.

Like the following:
mouse not on target frame -> absolute values displayed
mouse hovering target frame -> percentages displayed

i think i've seen a addon which does that, but i can't remember where or what it is called

it would be really great if you know the particular addon or are willing to recreate it
