Not quite, FX has a different look and the colors on FX's timer bars are different. DeBuffs on your current Target are Orange, Buffs/HoTs on you are Green, AoE DeBuffs (like Thunder Clap or Warrior Shouts) are Blue. The only class that currently has extra colors is Warlocks (Purple for Curses).

I think the cd timers look like NeedToKnow. The colors for each bar are configurable.

First, how did you find the screenshot?

Second, the Armory just went down. I looked up a few of those names on the DPS meter, I'm fairly certain that whoever posted the screenshot plays on Magtheridon-US.

Third, people, please censor your screenshots of names. I feel really creepy having done this basic investigative work, and it was made wholly possible because of uncensored names.

You can find remakes, but he stopped uploading his UI because people would log into his realm and bug the crap out of him (and still do).
