zhTW Localization

Hi Rythal,

First of all, thank you for the great work updating this project. I have been a long time Carbonite fans and really appreciate this.

I spent some time updated the Localization.lua zhTW part and should fix the loading problem for Taiwan servers.
The changes were based on previous Chinese versions from authors like Saycc/Andy/Warbaby. I just do mostly copy and paste work.
Have tested on Taiwan live server 5.3 using latest Carbonite 5.3.0 Alpha 1. Seems working so far.

Hope you can include this in future release of Carbonite.
