Reverse the order of the toolbars?

This may be a matter of taste but for me bibmod has it back to front. Of course its a great mod and very flexible, but every time I create a new character I have to move about 6 bars out of the way so that I can put bars 1 and 2 down at the bottom where they normally are. Shouldn't it be 1 to 10 up the screen rather than down? If this was done I would just have to hit the little arrows once for each bar and they would be hidden and I would have a nice precision interface instead of my "attempt" to find the middle of the screen.

Is it intentional to have the buttons in the middle of the screen? I admit they are more accessible when you want to switch between buttons and targets but they get in the way I feel and prefer to stick to default settings.
