I can't rid of it and i don't know what mod is creating it, i'm thinking its Cooldown Timers2....if it is what do i do to get rid of it?

Well... that could be any number of things. Posting a SS of your whole UI, as well as a listing of all your addons would be a good start.

Better yet, try disabling the mod you think it is, and see if the problem still occurs.

It is cooldowntimers2 that is doing it it is the splash option it flashes the ability that has just come out of cooldown the bottom right square adjusts the scale ( click and drag) the top left square moves the onscreen position
