Announce Quest pickup, updates etc to...

Is it possible to make it so you can announce in a whisper to a certain person you pick instead of to your party guild etc..

While whispering the person of your choice, open the quest log and "shift + click" the quest to get it into your whisper. I don't know if this will work from the quest watch window.
