This can pretty much be recreated with ElvUI.

That's an older iteration of oUF Caellian for the unit frames, the counter is Deus Vox Encounters, Recount is the damage meters, omen is the threat , and basic mini map is the mini map add on, hmmmm, and if I'm not mistaken, and aloft is the nameplate add on, but not sure about that.

The nameplates are likely TidyPlates with the ThreatPlates plugin.

does the oUF layout come with the plates in the same spots, or do i have to config that myself... im pretty sure oUF is all in the lua which i dont know how to navigate or code for
