Auto Video Setting Change

I thought that there was an addon a few years back that would dynamically change your video settings based on lag. I can't seem to find this again. Anyone remember the name?

What I'm really wanting is something that when I enter a 25 man instance will cut some video "pretty" out to reduce lag, and maybe an option to load up a specific Addon Loader set. I know, I probably should pull out the LUA book.
