Damage/threat meter with static name positions

Is there an meter for threat and/or damage that, rather than have the names move up and down, keeps the names static and only adjusts the bar length?
Order could be alphabetical, by class, manual ordering, or whatever.

If not, would there be a way to configure Skada or Recount / Omen to do such?
