How do you make mods?

Hey all i was just curious to see how people are able to make mods and such.

A limited knowledge of Computer Programming
The ability to learn from other peoples Coding
A WoW function Library
A working copy of Notepad (I prefer Notepad++, but meh... you use what you use)

I like Notepad++ too

If it only had sorting in it, it would be perfect

of course an XML Editor who can read the UI.xsd file, would help as well.

but then i'm faster with a normal editor ,that's why i created this: http://fara.webeddie.com/ui/ instead.

I happen to prefer Crimson Editor, but haven't had much use of Notepad++...
