Well, actually, there is more to the problem now with patch 4.3.
If you turn on Track Achievements in the quest watch options screen stuttering occurs. At least it does for me, and by what I see elsewhere in the forum posts it also occurs for quite a few others.
If you turn off Track Achievements in the quest watch options, the following occurs:
For that session only the Blizzard frame for quest auto turn-in and achievement tracking is not shown on the screen. Carb's auto quest turn-in shows up and works when appropriate.
When you logout/exit your character and re-enter the game the Blizzard frame and quest turn-in is activated. This is a change from how Carb and Blizz worked before 4.3, as even though Carb achievement tracking is turned off its quest auto turn-in should still be working, not Blizzards.
At this point you get in a bit of a catch-22. If you have an auto turn-n quest when the above happens then very frequently you end up whether neither Blizzards or Carbs on-screen auto turn-in feature work properly. The Blizzard option never shows the turn-in frame and the yellow question mark for Carbs turn-in is never shown on the screen. To complete the turn-in process you must use Alt-L (set up in Carbs options) to get to the Blizzard quest frame so you can complete the quest (you don't have to turn off Carb and reloads to do this).

Some of this problem existed before 4.3, but with 4.3 Blizzard seems to have changed a function(s) affecting the achievement tracking/auto quest turn-in. Carb definitely needs some code work to get things working properly again, along with some work to fix the screen stuttering problem when Carb achievement tracking is used. While waiting for a fix to Carb the best interim solution is to just turn of achievement tracking in the Carb quest watch options and live with Blizzards achievement tracking frame in the upper left corner. Not ideal, but better than the alternative.
