.Toc file question

how do i edit the .toc files in my ui folder? windows tells me that it doesnt recognize the file and directs me to the web to search for an editor. is that indeed what i need or is it more simple than that?

right click the .toc file, then select open with ... select notepad, and check off "always use this program " so that way it will always see it as a notepad compatible file. and then you can use notepad to edit the toc files.
