tooltips

I'm a fairly experienced coder, but newer to lua and xml. I've gone beyond the basics of making mods and I'm currently developing one. One topic I've found little *understandable* information about is tooltips. Anyone able to post some good information on this or point me to a good resource? I've checked wowwiki's information, but haven't gotten anything working so far.
