Drawing info from a tooltip

How would I go about getting information from a tooltip when it's moused over?
I need to get the itemname, quality, stats, block rate, and on equip. If I can get the itemnumber I can call other functions to get that info, but I'm not sure what's called when an item is moused over, or how to get any info from it.
