Quest Tracker issue

I used MMOUI Minion this morning and got 3.31 now I keep having to tell it to watch all quests for new ones to show up...no real biggie just a bit of hassle is all.

Is this on a new character? Blizzard appears to have added an auto accept quest feature, which someone told be happens from level 1 to 4. That seems to bypass our detection of you getting a new quest.
