Quest Map Displaying Quest Levels Incorrectly for Low-Level Quests

The quest map for one of my characters is displaying quest levels incorrectly. I attached a document with a couple of examples, but the issue appears prevalent for all low-level quests. It appears that low-level quests are being displayed as level 61, which happens to be my character’s current level. I am using Carbonite with the same settings for a different character, but everything is working fine. I tried resetting the add-on and importing the other characters data to no avail.

That is normal. Some quests are flagged by Blizzard as level 0, which means they are shown as the same level as your character.
