    flyout functionality not updating when bar state changes

    1. setup a bar with multiple states i.e.add a shift bar state
    2. add a flyout to the home state
    3. change to the shifted bar state i.e. hold down the shift key

    flyout for the button in the home state is still visible and still works
    when you mouse over or click the button in the shifted state the flyout for the button in the home state appears

    also, the macro name for the button in the home state appears on the button in the shifted state
    also, (in the above test case) when you click the (non flyout) button in the shifted state, the flyout functionality in the normal state button can become disabled
