It's pretty cool to be alerted to the moment that a spell becomes available, but what about that interminable wait beforehand?
If this feature could be introduced, then a failed spell or item attempt would produce a message with the time left on the cooldown. This message could be tied into the already present "red message" system, or other popular mods like Scrolling Combat Text.
