Theres a rather simple solution to this, you have to put the Fast Cast folder and all your addons for that matter directly in the Addons folder, not in a subfolder like you've done.

Now I'm not exactly sure as to how to modify the pet bar, there may be an option to lock the buttons but if you can't you could always make a new pet bar from a regular bar and then lock the buttons....
