At the moment you can only change it via the lua files.
Folder: nUI\Layouts\Default
File : nUI_Layout_Default_Dashboard
Section in File : nUI_DefaultConfig.SpecialBars =
Just change the xOfs and yOfs based on the center of the dashboard section at the bottom of the screen.
I've used it to tweak my main action buttons to a bigger size and to move the pet bar up to accomodate that change and it works quite well.
