Health Race Bar and Full HUD at the same time?

is it possible to enable the race bar and full hud at the same time. i saw the race bar option and i toggled it a few times and its not working. the only time it appears is in simple hud mode.

It used to be in there but then it pretty much works the same as the player/target full hud display so was pretty redundant.
