bar frame ?? panel

Not really sure what it's label would be, but when i log in to the game, at the top center of my screen, there is a bar with my character toggle, blizz ?, and the latency button, just to name a few. when i move my mouse or make a action this frame disappears. i was wondering, what it's name is, also, i was wondering if i could move the frame or panel to better suit me. Lastly, i am curious is to know why it disappears upon any action. If i am explaining it wrong, i would post a screen shot, to explain myself better. Thanks for your time.

I went into the gui and i looked around till i found what the issue was. I turned off the console show option. Sorry to have posted here. ..

Rofl, at least you resolved the problem but it will help people when they have a similar problem but cannot figure it out.
